Dr. Ogara is currently a senior lecturer and Chair of the Department of Computer Science and Software Engineering in the School of Informatics and Innovative Systems at Jaramogi Oginga Odinga University of Science and Technology, Bondo –Kenya. In addition to teaching and research, he also served as the post-graduate representative for the school. Previously, Dr. Ogara served as a visiting professor at DeVry University (USA) and assistant professor at Livingstone College (USA). .

Dr. Ogara has more than 15 years experience in the Information Technology field with specific interest in IT security, IT Forensics and Cyber-Security. He has participated in University level curriculum development for Computer Security, Computer Forensics and Cyber Security programs. In addition, also works as an ICT Consultant and a trainer for ICT professionals.

Dr. Ogara has also done quite an extensive research in ICT. His research interest include: Security of Information and Communication Technologies, ICT Adoption, ICT and Organizational Performance, Security of Mobile Applications and ICT for Development. In the past he has participated as a co-principal investigator for two ICT related projects in Cameroonand Ethiopia, Organizational Assessment of Community Development Volunteers for Technical Assistance, CDVTA, and Cameroon. A Review focused towards Strengthening CDVTA towards fulfilling its mandate and Organizational Assessment of ADHENO – ADHENO is a non-profit/non-governmental Integrated Rural Development Association based in Addis Ababa, Ethiopia. In 2014 Dr. Ogara participated in writing a proposal “HBCU-UP Bridging the Gap in STEM Holistically” for Livingstone College which received more than one million dollars for 2 years in 2015.

He has published in several peer reviewed Journals including: Computers in Human Behavior, Journal of Computer Information Systems, Journal of International Trade & Commerce, Industrial Management & Data Systems, Computer Applications Technology and Research, and European Academic Research . He has attended and presented research in several international and regional conference proceedings including International Conference on Information Systems and Annual Meetings of the Decision Sciences Institute (USA). Dr. Ogara currently serves as a reviewer for Information & Management Journal.

Dr. Ogara also serves as an external examiner for several doctoral and masters theses. He has served as an internal and external examiner for doctoral candidates in several universities in Kenya.
