Dr. Jeffar J. Oburu is a bold, multidisciplinary professional with deep expertise in Applied Statistics, Actuarial Science, and Quantitative Analytics. He holds a Ph.D. in Applied Statistics, a Master’s in Actuarial Science, and is currently advancing through the CFA program, anchoring his competence in statistical modeling, risk quantification, investment analysis, and evidence-based policy design.

In his role as a Lecturer and Postgraduate Research Coordinator at Jaramogi Oginga Odinga University of Science and Technology, he leads instruction in core quantitative domains including survival analysis, stochastic processes, advanced actuarial mathematics, and financial economics, mentoring the next generation of statisticians, data scientists, and economic researchers.

Dr. Oburu’s work bridges academia, government, and consultancy, focusing on statistical systems that support population dynamics, national accounts, labor market analytics, and household surveys, critical areas for national planning and economic monitoring. He has developed models for inflation tracking, unemployment estimation, and multi-sector risk mapping, applying actuarial logic to enhance public sector decision-making.

His research extends into data science, where he integrates AI and predictive analytics into statistical applications, ensuring that national indicators and forecasting models are not only descriptive but also actionable and forward-looking. His proficiency in tools like R, SPSS, STATA, and Power BI enables the development of robust dashboards for monitoring and evaluation (M&E), fiscal planning, and real-time data visualizations.

With an emerging focus on biotechnology and agricultural statistics, Dr. Oburu is actively involved in interdisciplinary projects that apply bioinformatics, climate-smart analytics, and yield optimization models to enhance food systems, resource allocation, and rural development. His work supports evidence-based solutions for agri-business resilience, extension service efficiency, and sustainable land use planning.

A strong believer in interdisciplinary problem-solving, Dr. Oburu has contributed to projects in climate resilience, maternal health analytics, and financial risk mitigation, drawing on both actuarial science and AI-powered systems. He has been invited as an expert facilitator on data innovation, AI governance, and economic modeling by public institutions, academic consortia, and international think tanks.

Through his entrepreneurial ventures and consultancy roles, he supports SMEs and public agencies in integrating data-driven systems for improved service delivery, financial accountability, and scalable impact. His insights have shaped data use policies, impact evaluations, and performance monitoring frameworks across sectors.

In addition to his academic and professional contributions, Dr. Oburu serves as the official webmaster for his school, ensuring efficient digital profile management and real-time updates of faculty credentials and outputs. This role reinforces his commitment to digital transformation, academic visibility, and information accessibility.

With a passion for statistical integrity, open data systems, and evidence-informed planning, Dr. Oburu brings the rare combination of analytical depth, institutional insight, and technological fluency to drive data modernization, economic transformation, and inclusive national development.
